I agree that the dust reward will still be there and a lot of people won't want to "waste" their voting power and not get any rewards. However I believe that slightly bigger players will use this option to reward engagement. I also use second layer tokens to reward comments on my posts but I think I will use hive much more when I and the commenter gets a reward!
