Witnesses are paid in VESTS (STEEM Power). Most witnesses power down to receive STEEM to pay for their expenses and time.

From my understanding and what I’ve read and gathered from other posts that isn’t so for powering down. Why not use the saving withdrawal if he/she just intends to pay bills?
Witness rewards are not put in savings, they are SP which requires a powerdown to make liquid STEEM.
