I think that a very small group will be deciding where to put the money.
But I would guess that there will not be much to spend in the first place.
Don't count too much on donations.
Spreading democracy and governance US way will not work on steem.
But that's just my opinion.
Yeah this is weird stuff to me. Poorly written posts about.... apparently nothing. People trying to make money and get in charge of stuff. political and creepy. did they forget about 'decentralized'?
