Tengo un amigo que me dijo esto también, cuando tiene que enviar alguna obra suya primero tiene que obtener estos permisos.

Si, es obligatorio cuando va a mandar las pinturas como envío no acompañado. Si las lleva alguien consigo es solo un cuño de aduana para las pinturas mayores de un metro.
