They're not flags, they're downvotes. Necessary part of the system. Stakeholders in Hive are generously allowing themselves to be inflated for the purpose of driving growth. If those stakeholders disagree with the pending reward on a post or comment, it's their right to modify it to the degree their stake allows them to.
