I believe platforms such as Hive and Steem can help tremendously for third world countries. But to get people off drugs, I think it would have the opposite reaction. Since there is a lot of rejection when it comes to posting. Maybe it can help some, but keep that in mind when you have someone who is vulnerable to relapse.
