Do the diesel pools actually pay out to the liquidity providers? I don't think they do yet but I could be wrong since I am not following them as much.

They are working on that but it's not implemented yet. However there is quite a lot of liquidity provided already and the price is often quite interesting compaired to the big spread on the actual market.
