Scientists and explorers can go all the way to the furthest south pole. The furthest tourists go is pass the Antarctica circle, more as a "I been there" thing. I believe there's no rules or regulations as to how far one can go, it's more to do with logistics, I'm sure if one has deep enough pockets they can go to the south pole as well
