I think some government already do that. They give incentives for formal marriage, children allowance, and many more.

In my country we have tax deduction based on number of children, but it's up to 3 kids. The 4th and more could not be eligible for any of government programs

        Thats cool! I knew only about China that was forbidden having more than 1 child! But I guess my deduction was something so logic that I wouldn't surprise seeing other countries doing that! But good information =)
