It depends on the project and your availability to curate. Staking means curation, otherwise your voting power does not provide much value to your stake.
Another option to consider with the pool is the volume. If you have a small volume do not join a pool, I will propose to stake it and let it grow then join a pool that offers rewards because many pairs in liquidity pools are not rewarding investors.
