If you have 5,000 HP in your account, you can regularly claim account creation tokens. This action burns RC and gives you the ability to create a new account without paying the 3 HIVE fee. The RC cost for account creation fluctuate and even an account with 3,000 HP or lower might become capable of claiming accounts.

At the current rate of growth we are going to take a long while to even reach 3 million users. At least we now have the onboarding mechanism decentralized enough to minimize bottlenecks.
I'm not the kind of person to have a large network circle and few friends I have are not very interested in blogging etc. A bull market is going to make paying for accounts very expensive and account creation tokens are going to come in handy. So far there is not market to sell these tokens and I would love to at least else some people get on board instead of keeping my token lying around. I also had 24 STEEM account creation tokens left.
