The war tax is the biggest leech if you ask me.

Maybe from an individual perspective, but it does increase the price of SIM since you need to buy the MIC's to benefit from that, compare that to negative income cities who does not have to pay the full price of that negative SIM balance, taxing that to 70% helps a bit, but it still does not fully compensate their negative SIM income from their Hive rewards, so that actually is taxing the game itself, and they don't have to care how high the SIM taxes get.
That all being said having a war tax at anything above 30% basic tax is not helping anyone.
