There were a couple of articles I came across that discuss the idea of decentralization and show how this is much bigger than an IT thing.

The first is a new development called "BioDome" which is being put together to decentralize the Upper Level Educational System in Colorado.

The other deal with energy, specifically renewable energy and how it can decentralize energy from the utility companies.
