  • It is safe to use some but, some other may downvote you for using inappropriate tags.

I'm always one to diversify my Steem portfolio and maximize profit where ever I can. So, generally, I would say "Yes"; however, I voted for option #2 because I have noticed that some users opportunistically place gratuitous tags in their posts that have nothing to do with said Steem Tribe's mission and culture.
